generic: 6.12: add CONFIG_HISILICON_ERRATUM_162100801

Noticed that CONFIG_HISILICON_ERRATUM_162100801 was being added to
qualcommax 6.12 config.

Since we dont support any Hisilicon chips, disable it in generic config
before it starts spreading in target configs.
