mediatek: add support for TP-Link TL-7DR7250

Hardware specification:
  SoC: MediaTek MT7988D 3x A73
  Flash: 128 MB SPI-NAND (F50L141LB / DS35Q1GB)
  RAM: 512 MB DDR4 (NT5AD256M16E4-JR)
  Ethernet: 2x 1GbE (built-in), 2x 2.5GbE (built-in + Airoha EN8811HN)
  WiFi: MediaTek MT7992A
  Button: Reset, Mesh
  Power: DC 12V 2A
  UART: 3.3v, 115200n8

Flash instruction:
TP-Link locks down their firmware and serial console, so the firmware
must be flashed with mtk_uartboot.

1. Download mtk_uartboot:
   https://github.com/981213/mtk_uartboot/releases
2. Open the case, and attach to the UART.
3. Start mtk_uartboot:
   ./mtk_uartboot -a -s /dev/ttyUSB0 -p mt7988-ram-ddr4-bl2.bin \
     -f immortalwrt-mediatek-filogic-tplink_tl-7dr7250-v1-bl31-uboot.fip \
     --brom-load-baudrate 921600 --bl2-load-baudrate 1500000
    5. Cut off the power and re-engage, wait for UART download to complete.
    6. Connect to the UART, write new BL2/FIP/Firmware with TFTP.
