libpcap: add missing PKG_CONFIG_DEPENDS entries 
Currently, enabling USB, BT or Netfilter support after initial compilation
will not trigger a rebuild, so add the missing PKG_CONFIG_DEPENDS so
that rebuild gets triggered.
