515f64257b build(CMakeLists): improve compatibility 
- Disable AddressSanitizer for non-glibc based libc

- Manually pass `-std=gnu17` flag as `CMAKE_C_STANDARD 17` is only
  available on cmake 3.21+

1. Add fallback value for uci options.
